Sicilia, Italia fascista, 1925. Il dittatore Benito Mussolini nomina Cesare Mori, un uomo tanto duro quanto onesto, nuovo prefetto di Palermo e gli affida l'arduo compito di porre fine alla mafia, una sinistra organizzazione criminale che da secoli semina il terrore nell'isola.
